The 14th National Climate Change Committee (NCCC) meeting was organized on 29 May, 2013 at the Ministry of Environment. Chaired by H.E. Dr. Mok Mareth, Senior Minister, Minister of Environment and Chairman of NCCC, the meeting was participated by NCCC members from other state ministries. The meeting aims to review the implementation progress of two ambitious climate change programs: Cambodia Climate Change Alliance (CCCA) and Pilot Program for Climate Resilient (PPCR), the status of Cambodia climate change strategic plan development and the concept plan to organize the 3rd National Forum on Climate Change.
Reported in the meeting, the CCCA program has achieved a number of outputs including finalizing sectoral climate change strategic plans drafted by nine line ministries. The first draft of CCCSP which incorporates all sectoral climate change strategic objectives has gone through a number of consultation workshops with key stakeholders. The next step is to produce climate change action plan and mainstream it into the National Strategic Development Plan (NSDP) 2014-2018. The PPCR program has successfully implemented its first phase and is designing the second phase which is called Strategic Program on Climate Resilient (SPCR) with a total budget of 86 million dollars. The SPCR program will work closely with key stakeholders to implement seven investment projects and one technical project and cooperate with CCCA to include climate indicators in the next NSDP.
H.E. Dr. Mok Mareth appreciated the achievements in preparing the CCCSP, which is a comprehensive mechanism to respond to climate change issues in Cambodia. The strategy also aligns with the Government’s strategic development objectives toward green development and low carbon society.
At the end of the meeting, the Committee endorsed the draft CCCSP and the plan to mainstream it into NSDP. The Committee agreed to organize the 3rd National Forum on Climate Change in November 2013.
The NCCC was established in April 2006 comprising 20 members from 20 ministries and institutions and with Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, as the honorary chair. The Committee is mandated to prepare, coordinate and monitor the implementation of policies, strategies, legal instruments, plans and programs of the Royal Government to address climate change issues in Cambodia.
